The lack of that extra low slot really does hurt it. Then again with it’s cap I don’t know what you could even fir in there if it had and extra low apart from maybe another plate which seems counter intuitive since you really rely on it’s agility. Unless you get the drop on the enemy and seriously burn him into structure asap, your pretty much dead. The problem is mainly the crappy falloff bonus which really doesn't help, and also the fact you only have 2 lows...Rifter still beats it hands down I am afraid.
